You can't tax the rich out of this problem. If you took 100% from the rich it wouldn't fund the goverment. The reform has to be at all levels in order to fix the problems.

It's the unsustainable benefits that must be reigned in. Publics unions are destroying cities. Look at California and how many cities are filing for bankruptcy because of the unions. It is undefendable what is happening.
